Introduction of Fuel Cell Technology into Developing Countries

In December 2005, the International Finance Corporation (IFC – the executing agency for the World Bank Group Global Environment Facility) awarded a $3.0 million contract to the IST Telecom (South Africa)/Plug Power (USA) team for deployment of 286 GenCore (5-kW hydrogen-fueled Telecom backup power) and 114 GenSys (5-kW propane-fueled remote Telecom prime power) fuel cell power plants in South Africa over a 3-year period.  Mike Binder and Associates, Inc. (MBA) was awarded a contract by IFC to perform a progress assessment of this project.  As such, MBA visited South Africa in May 2007, interviewed a number of potential and existing customers, and visited several installation sites.  At that time, GenSys deployment had not yet begun, but GenCore deployment was well underway.  As a result, MBA gained a considerable amount of first-hand experience as to the methodology by which new hydrogen-fueled fuel cell technology is introduced, initially evaluated, and eventually adopted by Telecom companies in developing countries.
