The Government’s Role in Early Adoption of Hydrogen:
Federal Funding and Demonstration Projects in the Federal Portfolio

 Kelly Carnes
President and CEO
TechVision21
Proposed Presentation to the 2008 NHA Annual Hydrogen Conference

Washington is getting serious about hydrogen, the hydrogen economy, and fuel cells.  Through the Energy Policy Act of 2005, President Bush’s Advanced Energy and Hydrogen Fuel Initiatives, FreedomCAR, and Speaker Pelosi’s Energy Independence Day legislation, the Federal government is investing billions of dollars to develop, commercialize, and deploy hydrogen and hydrogen fuel cells.

Funds are flowing to private companies, small businesses, and universities.  Federal budget authorizations, grants, and assistance support hydrogen and fuel cell research, technology development, and demonstration.  Individual grant awards have been as high as several million dollars.  Other support is available in the form of loan guarantees, tax credits, directed procurements, and earmarks.

Kelly Carnes—President and CEO of TechVision21, and former U.S. Department of Commerce Assistant Secretary for Technology Policy—will provide an overview of Federal programs supporting the transition to a hydrogen economy. She also will address Federal funding opportunities, how they can support your business or university researchers, and strategies for accessing them.  She will describe the funding landscape—types of funding opportunities and the activities they support, program funding levels, and key initiatives.
